The refinery of record.

The national refinery, incorporated in 1973, seated at Limbé on the Atlantic coast. Its mission under statute: refine crude for the domestic market and secure the country’s fuel supply. The plant has been halted since the fire of 31 May 2019; the enterprise imports and trades refined products while reconstruction is decided.

What the refinery carries.

The stakes are national: fuel security for a country of twenty-eight million, the industrial anchor of the Limbé coast, and one of the largest single claims on the subsidy annexes of the lois de finances. Every year the plant stands idle, imports substitute for production and the debt service crowds the very transfers meant to rebuild it.
